يُعتبر، بموجب القانون الدولي، تصرف جهاز تابع لدولة أو جهاز أو وكيل تابع لمنظمة دولية يوضع تحت تصرف منظمة دولية أخرى فعلاً صادراً عن المنظمة الأخيرة، إذا كانت المنظمة تمارس السيطرة الفعلية على ذلك التصرف.
