States are also required to take all measures necessary to ensure that activities under their jurisdiction or control do not cause damage by pollution to other States and their environment, and that pollution arising from incidents or activities under their jurisdiction or control does not spread beyond the areas where they exercise sovereign rights.

In that regard, the Convention requires States, when they have reasonable grounds for believing that planned activities under their jurisdiction or control may cause substantial pollution of or significant and harmful changes to the marine environment, to assess the potential effects of such activities on the marine environment as far as practicable.
وفي ذلك الصدد، تقتضي الاتفاقية من الدول، عندما تكون لديها أسباب معقولة للاعتقاد بأن أنشطة يُعتزم القيام بها تحت ولايتها أو رقابتها قد تسبب تلوثا كبيرا للبيئة البحرية أو تغييرات هامة وضارة فيها، أن تعمد، إلى أقصى حد ممكن عمليا، إلى تقييم الآثار المحتملة لمثل هذه الأنشطة على البيئة البحرية.

Obligation of States, including flag States, as far as practicable, to assess the potential effects of planned activities under their jurisdiction or control on the marine environment and to communicate reports of the results of such assessments in the manner provided in article 205, when they have reasonable grounds for believing that such activities may cause substantial pollution of or significant and harmful changes to the marine environment.

States are also required to monitor the risks or effects of pollution (article 204) and assess potential effects of activities under their jurisdiction or control which may cause substantial pollution of, or significant and harmful changes to, the marine environment (article 206).
ويلزم أيضا على الدول رصد مخاطر التلوث أو آثاره (المادة 204) وتقييم الآثار المحتملة للأنشطة التي يضطلع بها تحت ولايتها أو رقابتها والتي قد تسبب تلوثا كبيرا للبيئة البحرية أو تغييرات هامة وضارة فيها (المادة 206).

2. Obligation of States, including flag States, to take all measures necessary to ensure that activities under their jurisdiction or control are so conducted as not to cause damage by pollution to other States and their environment, and that pollution arising from incidents or activities under their jurisdiction or control does not spread beyond the areas where they exercise sovereign rights in accordance with this Convention.
2 - تلتزم الدول، بما فيها دول العلم، باتخاذ جميع ما يلزم من التدابير لتضمن أن تجرى الأنشطة الواقعة تحت ولايتها أو رقابتها بحيث لا تؤدي إلى إلحاق ضرر عن طريق التلوث بدول أخرى وبيئتها، وأن لا ينتشر التلوث الناشئ عن أحداث أو أنشطة تقع تحت ولايتها أو رقابتها إلى خارج المناطق التي تمارس فيها حقوقا سيادية وفقا لهذه الاتفاقية.

Obligation of States, including flag States, to take all measures necessary to prevent, reduce and control pollution of the marine environment resulting from the use of technologies under their jurisdiction or control, or the intentional or accidental introduction of species, alien or new, to a particular part of the marine environment, which may cause significant and harmful changes thereto.
تلتزم الدول، بما فيها دول العلم، باتخاذ جميع ما يلزم من التدابير لمنع وخفض تلوث البيئة البحرية والسيطرة على هذا التلوث الناتج عن استخدام التكنولوجيات الواقعة تحت ولايتها أو رقابتها أو عن إدخال أنواع غريبة أو جديدة، قصدا أو عرضا، على جزء معين من البيئة البحرية يمكن أن تسبب فيها تغييرات كبيرة وضارة بتلك البيئة.

As stated by Principle 21 of the Stockholm Declaration, " States have ... the sovereign right to exploit their own resources pursuant to their own environmental policies, and the responsibility to ensure that activities within their jurisdiction or control do not cause damage to the environment of other States or of areas beyond the limits of national jurisdiction " .
وكما جاء في المبدأ 21 من إعلان ستكهولم، " للدول... الحق السيادي في استغلال مواردها وفقا لسياساتها البيئية، والمسؤولية عن كفالة عدم تسبب الاضطلاع بتلك الأنشطة في إطار ولايتها أو رقابتها في أي ضرر لبيئة دول أو مناطق أخرى تقع خارج نطاق ولايتها الوطنية``().

Coastal States are specifically required to take all measures necessary to ensure that activities under their jurisdiction or control are so conducted as not to cause damage by pollution to other States and their environment, and that pollution arising from incidents or activities under their jurisdiction or control does not spread beyond the areas where they exercise sovereign rights (art. 194, para. 2).
وتُطالب الدول الساحلية على وجه التحديد باتخاذ جميع ما يلزم من التدابير لتضمن أن تجرى الأنشطة الواقعة تحت ولايتها أو رقابتها بحيث لا تؤدي إلى إلحاق ضرر عن طريق التلوث بدول أخرى وبيئتها، وأن لا ينتشر التلوث الناشئ عن أحداث أو أنشطة تقع تحت ولايتها أو رقابتها إلى خارج المناطق التي تمارس فيها حقوقا سيادية (الفقرة 2 من المادة 194).

Furthermore, when States parties have reasonable grounds for believing that planned activities under their jurisdiction or control may cause substantial pollution of, or significant and harmful changes to, the marine environment, they shall, as far as practicable, assess the potential effects of such activities on the marine environment and communicate reports of the results of such assessments in the manner provided in article 205 (article 206).

Moreover, when States have reasonable grounds for believing that planned actions under their jurisdiction or control may cause substantial pollution or significant and harmful changes to the marine environment, they shall, as far as practicable, assess the potential effects of such activities and report the results of such assessments (article 206).
