The gradual move within the United Nations to a position favouring the abolition of the death penalty was already observed in the reports on United Nations norms and guidelines in criminal justice: from standard—setting to implementation (A/CONF.87/8) and on capital punishment (A/CONF.87/9) presented to the Sixth United Nations Congress on the Prevention of Crime and the Treatment of Offenders in 1980.
