Prevention is the first imperative of justice, as stated by the Secretary-General in his report to the Security Council on the rule of law and transitional justice in conflict and post-conflict societies (S/2004/616, para. 4).
1- إن منع الجريمة هو أول حتمية للعدالة، كما ذكره الأمين العام في تقريره إلى مجلس الأمن عن سيادة القانون والعدالة الانتقالية في مجتمعات الصراع ومجتمعات ما بعد الصراع (S/2004/616، الفقرة 4).

The Security Council later requested the Secretariat to make proposals for implementing the recommendations, set out in paragraph 65 of my report, aimed at strengthening the efforts of the United Nations system to address rule of law and transitional justice issues in conflict and post-conflict societies.

In this connection it wishes to reiterate the plea made by the Secretary-General in his report of 23 August 2004 on the rule of law and transitional justice in conflict and post-conflict societies:

We therefore welcome the Secretary-General's proposal to create a dedicated Rule of Law Assistance Unit in the proposed Peacebuilding Support Office to assist national efforts to re-establish the rule of law in conflict and post-conflict societies.
ولذلك فإننا نشيد باقتراح الأمين العام بإنشاء وحدة مكّرسة لتقديم المساعدة في مجال سيادة القانون، في إطار مكتب دعم بناء السلام المقترح، من أجل تقديم المساعدة للجهود الوطنية، بغية استعادة سيادة القانون في المجتمعات التي تعاني من الصراع ومجتمعات ما بعد الصراع.
