Replace Article 12, paragraph 2, with: The purpose of the clean development mechanism shall be to promote nationally appropriate mitigation actions by Parties included in Annex C and assist such Parties in achieving sustainable development and in contributing to the ultimate objective of the Convention, and to assist Parties included in Annex I in meeting their quantified emission limitation and reduction commitments under Article 3, paragraph 1;

Article 12, paragraph 2, of the Kyoto Protocol provides that the purpose of the CDM shall be to assist Parties not included in Annex I in achieving sustainable development and in contributing to the ultimate objective of the Convention, and to assist Parties included in Annex I in achieving compliance with their quantified emission limitation and reduction commitments under Article 3.
