1. The judges shall be persons of high moral character, impartiality and integrity, with extensive judicial experience.
1 - يتعين أن يكون القضاة أشخاصا على خلق رفيع، وأن تتوافر فيهم صفتا التجرد والنزاهة، مع خبرة قضائية واسعة.

" The permanent and ad litem judges shall be persons of high moral character, impartiality and integrity who possess the qualifications required in their respective countries for appointment to the highest judicial offices.

But let us not forget that the most important criterion for the election is stated in accordance with article 12 of the Statute of the International Tribunal for Rwanda as it was adopted by Security Council resolution 955 (1994): " The judges shall be persons of high moral character, impartiality and integrity. "
ولكن يجب ألا يغيب عن البال أن أهم معيار للانتخابات هو، حسبما تنص عليه المادة 12 من النظام الأساسي للمحكمة الدولية لرواندا الذي اعتمد بقرار مجلس الأمن 955 (1994): " يتعين أن يكون القضاة أشخاصا على خلق رفيع، وأن تتوافر فيهم صفتا التجرد والنـزاهة " .
