His delegation had expected the text to remind all States of their obligations in that regard by complying with their obligations under relevant human rights instruments, but any particular reference in the draft resolution to States that had retained the death penalty would undermine that universal responsibility.
وأضاف أن وفده كان يتوقّع أن يذكّر جميع الدول بالتزاماتها بمقتضى صكوك حقوق الإنسان ذات الصلة، ولكن أية إشارة خاصة في مشروع القرار إلى الدول التي احتفظت بعقوبة الإعدام من شأنها أن تقوّض هذه المسؤولية العالمية.
