9. a person shall be considered a victim regardless of whether the perpetrator of the violation is identified, apprehended, prosecuted, or convicted and regardless of the familial relationship between the perpetrator and the victim.
9 - يعتبر الشخص ضحية بصرف النظر عما إذا كان قد تم التعرف على مرتكب الانتهاك أو اعتقاله أو مقاضاته أو إدانته، وبصرف النظر عن العلاقة الأسرية بين مرتكب الانتهاك والضحية.

9. a person shall be considered a victim regardless of whether the perpetrator of the violation is identified, apprehended, prosecuted, or convicted and regardless of the familial relationship between the perpetrator and the victim.
9 - يعتبر الشخص ضحية بصرف النظر عما إذا كان قد تم التعرف على مرتكب الانتهاك أو اعتقاله أو مقاضاته أو إدانته أم لا، وبصرف النظر عن العلاقة الأسرية بين مرتكب الانتهاك والضحية.

1. Where damage is caused by wastes covered by the Protocol and wastes not covered by the Protocol, a person otherwise liable shall only be liable according to the Protocol in proportion to the contribution made by the wastes covered by the Protocol to the damage.

1. Subject to the customary practices in international organizations which are depositaries of treaties, a person is considered as representing a State or an international organization for the purpose of formulating a reservation if:
1- رهناً بالممارسات المتبعة عادة في المنظمات الدولية الوديعة للمعاهدات، يعتبر الشخص ممثلاً لدولة أو لمنظمة دولية لغرض صوغ تحفظ:

" 3. a person is considered as representing an international organization for the purpose of adopting or authenticating the text of a treaty, or expressing the consent of that organization to be bound by a treaty if:
" 3- يعتبر الشخص ممثلاً لمنظمة دولية لغرض اعتماد نص معاهدة أو توثيقه، أو لغرض الإعراب عن موافقة تلك المنظمة على الالتزام بالمعاهدة:

" 3. a person is considered as representing an international organization for the purpose of adopting or authenticating the text of a treaty, or expressing the consent of that organization to be bound by a treaty if:

29. Article 70 of the Criminal Code provides that: " No criminal responsibility shall attach to a person who commits an act that is prescribed or authorized by a law or regulatory instrument.
29- ينص القانون الجنائي في المادة 70 منه على ما يلي: " لا يعتبر الشخص الذي ينفذ فعلاً منصوصاً عليه أو مصرحاً به بموجب أحكام تشريعية أو تنظيمية مسؤولاً من الناحية الجنائية.

In such a context, the person is an innocent victim of the situation.
