The Board recommends that UNICEF: (a) take into account historical vacancy rates and, where possible, quantify foreseeable factors that have an impact on the budget when preparing its support budget in future; and (b) apply more reasonable and fully justified budget assumptions so as to present a more transparent and justified budget in future.
