11- يُقرر كذلك أن تخضع آلية تسجيل الأرصدة الدائنة هذه لسلطة وتوجيه مؤتمر الأطراف في الاتفاقية وأن تشرف عليها [هيئة متفرغة ينشئها مؤتمر الأطراف العامل بوصفه اجتماع الأطراف في بروتوكول كيوتو] [المجلس التنفيذي لآلية التنمية النظيفة]؛
