But there is little on the vision of the future development of the Balkans, its integration in the processes of development of a new Europe, in the Europeanization of the Balkans in the sense of implementing the positive modern achievements in cooperation among States, and in the current integration processes; these should also be the main concern of the proposed programme.

The former Yugoslav Republic of Macedonia expects a lot from the resolution of the present situation, however difficult and in a state of crisis it is, and from the necessary reconstruction of the Balkans after the wars and the crisis and particularly from the Europeanization of the Balkans.
وترتقب جمهورية مقدونيا اليوغوسلافية السابقة الكثير من تسوية الحالة الراهنة، أيا كانت صعوبتها وتأزمها، ومن التعمير الضروري للبلقان بعد انتهاء الحروب واﻷزمة، وبوجه خاص من إضفاء الطابع اﻷوروبي على البلقان.

In my previous statements, I have underlined that, now and in the future, the most important endeavour of the Balkan States — and, for that matter, of all European States — is the Europeanization of the Balkans and not its further Balkanization.

4.3 The acceptance and observance of the aforementioned goals and values is a necessity for the further development of the Europeanization of the Balkans.

Another useful matter that should be emphasized in the agenda is the necessary activities that the Balkan States should undertake in the process of their Europeanization (membership in the European institutions, adoption and implementation of the European standards in all spheres, in the development of democracy, in the observance of human rights, etc).
ومن المسائل المفيدة اﻷخرى التي ينبغي التشديد عليها في الخطة، اﻷنشطة الضرورية التي ينبغي أن تضطلع بها دول البلقان في إطار عملية إضفاء الطابع اﻷوروبي عليها )العضوية في المؤسسات اﻷوروبية، اعتماد وتطبيق المعايير اﻷوروبية في جميع المجالات، في تطوير الديمقراطية واحترام حقوق اﻹنسان، إلى غير ذلك(.

1.2 In this respect, the Republic of Macedonia regards good-neighbourly relations among the Balkan countries as an essential precondition for preventing new crises and wars while the Europeanization of the Balkans and the securing of sustainable development should be in the interest not only of the Balkan countries, but of all the other European countries and of the international community as well.
١-٢ وفي هذا الصدد، ترى جمهورية مقدونيا في علاقات حسن الجوار بين بلدان البلقان شرطا مسبقا أساسيا لمنع نشوب أزمات وحروب جديدة بينما ينبغي ألا تكون أوربة بلدان منطقة البلقان وضمان التنمية المستدامة لفائدة بلدان منطقة البلقان فحسب بل ولفائدة سائر البلدان اﻷوروبية وكامل المجتمع الدولي كذلك.

From the perspective of Berlin or Paris, there should be no systematic Europeanization. Instead, the large states are now promoting informal groupings to look for worldwide solutions.
الحقيقة أن هذه الأزمة قد حولت فرنسا وألمانيا مرة أخرى إلى لاعبين رئيسيين في العملية الأوروبية. ولكن كلما اشتد تأثير الأزمة عليهما كلما اتجه تفكيرهما نحو مصالحهما الوطنية. فمن منظور برلين أو باريس لا ينبغي الاعتماد على المؤسسات الأوروبية بصورة نظامية شاملة. وبدلاً من ذلك تعمل الدول الضخمة الآن على الترويج لتشكيل تجمعات غير رسمية تعمل على البحث عن حلول عالمية.
