Accordingly, that requirement, where necessary under the primary norms, was not affected.

The Former Yugoslav Republic of Macedonia referred to articles 1 and 6 of the State responsibility articles in support of the assertion that, " under customary international law, every wrongful act of a State entails the international responsibility of that State.
