وعلى ذلك يقترح وفده بأن يصبح نص مشروع المبدأ التوجيهي 1-5-3 هو: " التفسير الناجم عن إعلان تفسيري مطروح كتابياً فيما يتعلق بمعاهدة ثنائية أو متعددة الأطراف أو ببعض أحكام من تلك المعاهدة ومقدم من جانب دولة أو منظمة دولية طرف في المعاهدة ومقبول كتابياً من جانب جميع الأطراف الأخرى يمثل التفسير الصحيح للمعاهدة " .
