(10) The Committee is concerned that available legal safeguards and the time frame prescribed by law are not always guaranteed to all asylum-seekers (especially under the accelerated asylum procedure) and aliens pending deportation; for example, the right to lodge a judicial appeal with suspensive effect to the Helsinki Administrative Court and the Supreme Administrative Court.

Noting the intention of the State party to evaluate the accelerated asylum procedure in 2013, the Committee recommends that the State party consider the following revisions:

3.4 The author's rights under article 2, paragraph 3, in conjunction with article 7, have also been violated as his asylum request was considered in the framework of the accelerated asylum procedure, which is limited in time (48 procedural hours) and therefore leaves almost no time for preparation by the asylum seeker and his/her representative.
3-4 وقد انتُهكت أيضاً حقوق صاحب البلاغ بموجب الفقرة 3 من المادة 2 بالاقتران مع المادة 7، حيث إن النظر في التماسه اللجوء جرى في إطار إجراءات اللجوء المعجلة المحدودة زمنياً (48 ساعة من الإجراءات) وتكاد بالتالي لا تمهل ملتمس اللجوء وممثله الوقت اللازم.
