وتتناول هذه المذكرة النصوص التالية (أما المصطلح " الاجراء " فهو مستخدم بمعنى عام للاشارة إلى إيداع صك تصديق أو موافقة أو قبول أو انضمام بخصوص معاهدة ما، أو إلى مشاركة في معاهدة ما، نتيجة لاجراء بشأن معاهدة ذات صلة):
