While it was recognized that, in theory, a single integrated budget and a resource base that provided assured funding for the statutory, and therefore priority, activities of UNHCR should meet these objectives, in practice, several key factors have made this unattainable. These related to the nature of UNHCR's programmes and of its resource base.
