II. The meeting of the ad hoc expert working group on energy statistics

23. The report of the ad hoc expert working group on energy statistics was submitted to the Bureau of the Commission on 21 July 2005.

3. The Commission authorized its Bureau to implement the recommendations of the ad hoc expert working group and to ensure that the implementation of concrete measures began before the next session of the Commission.

4. Following the request of the Commission, the Statistics Division convened the ad hoc expert working group on energy statistics from 23 to 25 May 2005.

24. On 3 August 2005, the Bureau of the Commission approved the conclusions and recommendations of the ad hoc expert working group on energy statistics, including the draft terms of reference for the city group and the intersecretariat working group on energy statistics.

The Commission had given the Bureau the mandate to take forward the recommendations of the ad hoc expert working group and to ensure that the implementation of concrete measures began before the next session of the Commission4 (see also document E/CN.3/2006/10).

34. As a result of the work of the Joint IMO/ILO ad hoc expert working group on Liability and Compensation regarding Claims for Death, Personal Injury and Abandonment of Seafarers, two important resolutions/guidelines were adopted by the IMO Assembly in November 2001.

The Commission may wish to provide further guidance to the work of the city group and the intersecretariat working group on energy statistics, taking into account the report of Statistics Norway on energy statistics entitled " Oil statistics: a discussion of quality components " (E/CN.3/2006/11) and the two background documents that contain the report of the ad hoc expert working group and the city group on energy statistics.

The issue of abandoned ships has also been discussed by MEPC at its fifty-third and fiftyfourth sessions, by the IMO Legal Committee at its 91st session, as well as in the context of the Joint IMO/ILO ad hoc expert working group on Liability and Compensation regarding Claims for Death, Personal Injury and Abandonment of Seafarers.

At its meeting in February 2008, the Joint IMO/ILO ad hoc expert working group on Liability and Compensation regarding Claims for Death, Personal Injury and Abandonment of Seafarers committed itself to long-term mandatory solutions to the issues under its consideration.

In 2007, the IMO Legal Committee agreed that the Joint IMO/ILO ad hoc expert working group on Fair Treatment of Seafarers should be reconvened to monitor the implementation of the Guidelines and that it would be appropriate to gain experience with the Guidelines before considering any revisions to them (see IMO document LEG 93/13, para. 5.9).

The present report was prepared at the request of the Statistical Commission at its thirty-sixth session.a The report summarizes the conclusions and recommendations of the ad hoc expert working group on energy statistics, which met in New York, from 23 to 25 May 2005, as they were approved by the Bureau of the Commission, including the draft terms of reference of the recommended city group and intersecretariat working group on energy statistics.
