173. In its capacity as the administering Power concerned, and in accordance with established procedures, Portugal participated in the work of the Special Committee in relation to East Timor.

Reaffirms that, in the absence of a decision by the General Assembly itself that a Non-Self-Governing Territory has attained a full measure of self-government in terms of Chapter XI of the Charter of the United Nations, the administering Power concerned should continue to transmit information under Article 73 e of the Charter with respect to that Territory;

Those territorial Governments willing to receive visiting missions, however, should first consult with the administering Power concerned.

It believed, however, that the decision as to whether a Non-Self-Governing Territory had reached a level of self-government sufficient to relieve the administering Power of the obligation to transmit information under Article 73 e of the Charter ultimately fell to the Government of the Territory and the administering Power concerned, and not to the General Assembly.

However, it believed that the decision as to whether a Non-Self-Governing Territory had reached a level of self-government sufficient to relieve the administering Power of the obligation to submit information under Article 73 e of the Charter, was ultimately for the Government of the Territory and the administering Power concerned, and not the General Assembly.
غير أنها تعتقد أن قرار ما إذا كان إقليمٌ غيرُ متمتع بالحكم الذاتي قد وصل إلى مستوى من الحكم الذاتي يكفي لإعفاء الدولة القائمة بالإدارة من التزام إرسال معلومات بمقتضى المادة 73 هـ من الميثاق، هو في نهاية المطاف من شأن حكومة الإقليم والدولة القائمة بالإدارة المعنية، لا من شأن الجمعية العامة.

As currently planned, one staff member in the Decolonization Unit of the Department of Political Affairs would be assigned to assist the Chairman of the Special Committee in the preparation of reports on visiting missions to Non-Self-Governing Territories, preceded or followed by two days of consultations with the administering Power concerned in its capital.
سيكلف موظف واحد من وحدة إنهاء الاستعمار التابعة لإدارة الشؤون السياسية، حسب ما هو مخطط حاليا، بمساعدة رئيس اللجنة الخاصة في إعداد التقارير بشأن البعثات الزائرة للأقاليم غير المتمتعة بالحكم الذاتي، والتي تسبقها أو تليها مشاورات تدوم يومين مع السلطة القائمة بالإدارة المعنية في العاصمة.
