The adoption, at the African Conference on the Use of Children as Soldiers in Maputo in April 1999, of a resolution aimed at the elaboration of an international convention outlawing the use of children under 18 years of age in armed conflicts, was also a good course of action for the protection and promotion of the rights of the child.

As part of our efforts in the fight against the illicit proliferation of small arms and light weapons, Nigeria, together with South Africa, Mali, Kenya, Norway, Austria, Canada, Switzerland, the Netherlands and the United Kingdom, sponsored the African Conference on the Implementation of the United Nations Programme of Action on Small Arms: Needs and Partnerships, which took place in Pretoria, South Africa, from 18 to 21 March this year.

The Centre presented a paper, entitled " The moratorium on light weapons in West Africa and the experiences of the United Nations Regional Centre with practical disarmament measures in Africa " , to a ministerial conference hosted by Canada (Winnipeg, 12-17 September 2000), which set out to build on the success of the West African Conference on the same theme (Accra, Ghana, April 2000).

At the regional level, I should like to recall that Senegal hosted the African Conference on Population which helped us to establish a common position which was cemented by the adoption of the Dakar/Ngor Declaration on Population, the Family and Sustainable Development.
