Therefore, action can be taken in the situation where an international organization or association of states requests its members to take economic measures against a foreign State, or where the Governor General is of the opinion that a grave breach of international peace and security has occurred that has resulted or is likely to result in a serious international crises.

The recruitment, training, financing, assisting and use of mercenaries for the purpose of participating in military action against a foreign State or preventing the lawful enjoyment of the right of peoples to self-determination, recognized by international law, are punishable by a term of imprisonment of between 7 and 15 years.
