21. Other States have viewed the list as exemplary, with the obligation to impose restrictions on all persons and entities they have identified as being members of al-Qa'idah or the Taliban, even prior to their being added by the Committee to the list.

10. Administrative structures and mechanisms to identify financial networks linked to Osama bin Laden, al-Qa'idah or the Taliban

In fact, the list has fallen well behind the actions of States in identifying, monitoring, detaining and arresting individuals believed to be associated with al-Qa'idah or the Taliban.

129. Names of persons or entities whose assets have been frozen by States on the basis of their membership or association with al-Qa'idah or the Taliban which currently do not appear on the list should also be submitted to the Committee for its consideration regarding their addition to the list.
129 - ويجب تزويد اللجنة أيضا، لكي تنظر في إضافتها إلى القائمة، بأسماء الأشخاص أو الكيانات الذين جمّدت الدول أصولهم المالية بسبب عضويتهم في تنظيم القاعدة أو حركة طالبان أو ارتباطهم بهما وغير المدرجين حاليا في القائمة.

131. The Committee should establish an appropriate mechanism capable of responding on a 24-hour basis to inquiries presented to the Committee concerning the identification of persons being detained as suspected members or associates of al-Qa'idah or the Taliban.
131 - ويتعيّن على اللجنة أن تضع آلية ملائمة قادرة على الإجابة على مدى 24 ساعة على الاستفسارات التي توجَّه إلى اللجنة بشأن تحديد هوية الأشخاص المحتجزين للاشتباه بكونهم أعضاء في تنظيم القاعدة أو حركة طالبان أو مرتبطين بهما.

The Swiss legal system contains two complementary sets of legislative provisions to combat financial networks linked to Osama bin Laden, al-Qa'idah or the Taliban: the aforementioned Ordinance and the entire array of legislation to combat money-laundering, which has also proven to be effective in combating the financing of terrorism.
