To obtain the views of Governments regarding the convening of such a conference, a letter was sent to all permanent representatives to the United Nations in February 1995, indicating that responses were expected by 3 March 1995.

Subsequently, in a note verbale dated 19 July 1996 from the Secretary-General to all permanent representatives to the United Nations, the Secretary-General requested all Governments to communicate to the Secretariat by 30 September 1996 the information requested in the above-mentioned recommendations.
٤ - فيما بعد طلب اﻷمين العام الى جميع الحكومات ، في مذكرة شفوية مؤرخة ٩١ تموز/يوليه ٦٩٩١ وجهها الى جميع الممثلين الدائمين لدى اﻷمم المتحدة ، ابلاغ اﻷمانة في موعد أقصاه ٠٣ أيلول/سبتمبر ٦٩٩١ بالمعلومات المطلوبة في التوصيات اﻵنفة الذكر .

In order to obtain the additional views of Governments, a second letter was sent in 1997 to all permanent representatives to the United Nations, inviting those Governments that had not responded to the letter sent in February 1995 to express their views on the issue of convening a conference, and informing those Governments that had responded to the previous letter that, if their views had not changed, a response was not necessary.
