It recommended that the State take all necessary measures to ensure that remand in custody and pre-trial detention are not excessively long in law and in practice, that it immediately stop arbitrary arrests and ensure that all persons under its jurisdiction are guaranteed the rights contained in the Covenant.

13. The Czech Republic had recently issued a declaration, pursuant to article 14 of the Convention on the Elimination of All Forms of Racial Discrimination, which should widen protection of human rights for all persons under its jurisdiction.
