The States members of the Collective Security Treaty Organization hope that all the States parties to the Treaty on Conventional Armed Forces in Europe will take similar action, enabling the Treaty to remain an important instrument of security, stability and confidence in Europe and enabling new States Parties to join it, thus substantially strengthening the architecture of European security.

One last topic that was of increasing relevance was that of an additional legal instrument to regulate the nuclear-weapon-free world to which all the States parties to the Treaty aspired, as the ultimate expression of their commitments under article VI. To that end, thought would also need to be given to nuclear weapons in the context of international humanitarian law.

My delegation firmly believes that the future of the IAEA should be based on the fundamental bargain underlying the NPT, in particular, the inalienable right of all the States parties to the Treaty to develop, research, produce and use nuclear energy for peaceful purposes without discrimination and in conformity with articles I, II and III of the NPT.
