It urges the State party to amend its legislation to prohibit involvement of children in informal sectors with particular attention to vulnerable groups of children such as foreign children and children in street situations.

The Committee is deeply concerned that the absence of a comprehensive data collection system contributes to the State party's lack of data on children deprived of their liberty, children subjected to torture and ill-treatment, children with disabilities, and children in street situations.

(a) Invites the Committee on the Rights of the Child to develop a general comment on " non-discrimination and children in street situations, " so as to provide more detailed guidance to States party to the Convention on using a holistic, rights-based approach to support children in street situations.

In particular, the Committee is concerned that the State party has not adopted specific measures for the reintegration of homeless children and children in street situations who are vulnerable to becoming victims of one of the offences under the Optional Protocol.

33. The Committee also expresses concern about the discrimination of Kurdish children, especially girls, children living in remote areas, children in institutional care, children born out of wedlock and children in street situations.
33- وتعرب اللجنة عن قلقها أيضاً إزاء التمييز ضد الأطفال الأكراد، ولاسيما الفتيات، والأطفال الذين يعيشون في المناطق النائية، والأطفال المودعون في الرعاية المؤسسية، والأطفال المولودون خارج كنف الزوجية، وأطفال الشوارع.

74. The Committee recommends that the State Party strengthen its effort to ensure that the " Allo 111 " child helpline is extended to all areas and regions of the State party and is accessible by all children, including children living in remote areas and children in street situations.

15. Please provide updated information on the conditions, care and support provided by the two institutes established for homeless children and children in street situations, and on the measures taken to protect and reintegrate them into their families and the school system.

60. The Committee is deeply concerned at the increasing practice of drug injection among children, affecting in particular children in prison, children left behind by migrating parents and children in street situations, and that drug use constitutes a main reason for HIV infection.
60- يساور اللجنة قلق عميق إزاء ارتفاع معدلات تعاطي الأطفال للمخدرات عن طريق الحقن الوريدية، وبخاصة الأطفال السجناء والأطفال الذين هاجر آباؤهم للعمل وأطفال الشوارع. ويشكل تعاطي المخدرات أحد الأسباب الرئيسية للإصابة بفيروس نقص المناعة البشري.

38. The Committee expresses deep concern about allegations that children and adolescents addicted to drugs, children with mental disabilities and children in street situations have been subjected to torture and ill-treatment, including widespread beatings, whippings and administration of electric shock in drug rehabilitation and youth centres where some of them had been forcibly placed.
38- تعرب اللجنة عن قلقها العميق إزاء الادعاءات القائلة بأن الأطفال والمراهقين المدمنين على المخدرات والأطفال المعوقين عقلياً وأطفال الشوارع عرضة للتعذيب والمعاملة السيئة، بما في ذلك ممارسة الضرب والجلد والعلاج بالصدمات الكهربائية على نطاق واسع في مراكز إعادة تأهيل المدمنين ومراكز الشباب التي يودع فيها البعض منهم قسراً.

35. While taking note of the State party's commitment to establish a children's forum, the Committee expresses concern at the fact that children from poor households, out-of-school children, orphans and children in street situations are deprived of their right to participation in decision-making processes including in civil, penal, judicial and administrative proceedings.

Data should cover all children up to the age of 18 years and be disaggregated by sex, age, urban and rural area with specific emphasis on children in vulnerable situations, including child victims of abuse, neglect or ill-treatment, children with disabilities, refugee and asylum-seeking children, children in conflict with the law, working children, and children in street situations.

13. The Committee welcomes the information provided by the State party during the dialogue about the ongoing elaboration by the National Council for Childhood and Motherhood (NCCM), in partnership with UNICEF, of a comprehensive ten-year National Plan of Action for Children and which will give priority to pertinent child protection issues, including child labour, poverty alleviation and children in street situations.
