117. In order to effectively prevent and combat the sale and sexual exploitation of children in the years ahead, the Special Rapporteur underlines the need to strengthen and develop comprehensive child rights strategies, building on:

77. As part of the efforts to prevent and combat the sale and sexual exploitation of children, there had been a steady increase in the number of ratifications of the Optional Protocol, a valuable tool for protecting children and ending offender impunity.

All activities to prevent and combat the sale and sexual exploitation of children will be designed and developed incorporating the four principles enshrined in the Convention on the Rights of the Child, namely non-discrimination (art. 2), the best interests of the child (art. 3), the right to life, survival and development (art. 6) and respect for the views of the child (art. 12).

With respect to country visits, before sending requests to the Governments concerned the Special Rapporteur will establish a number of indicators as a basis for the request, including implementation of effective programmes to prevent and combat the sale of children, child prostitution and child pornography and/or receipt of reliable reports of violations of children's rights falling within the scope of her mandate.

It recommended inter alia that Cameroon take measures to prevent and combat the sale and trafficking of children, including an awareness-raising campaign and educational programmes, particularly for parents; facilitate the reunification of child victims with their families and provide adequate care and rehabilitation for them and ratify the 1980 Hague Convention on the Civil Aspects of International Child Abduction.

The Committee decided to submit a statement to the working group, expressing its views on the guidelines and stressing the importance of taking into due account existing international standards, in particular the Convention, and relevant mechanisms to prevent and combat the sale of children, child prostitution and child pornography (for the text of the statement, see CRC/C/50, para. 254).

To prevent and combat the sale and sexual exploitation of children, child participation activities have increased, with children becoming involved in campaigns and lobbying, advocacy, research, peer-to-peer initiatives, child-led organizations, project design and management, policymaking, decisions, evaluations, information, awareness-raising, use of the media (including the Internet) and conference participation.
