In short, good practice is to develop and strengthen effective and intelligence-led investigative techniques that support the key mutually-reinforcing purposes of the Smuggling of Migrants Protocol: to prevent and combat the smuggling of migrants, cooperate to this end, and protect the rights of smuggled migrants.

The Conference also urged States parties, in accordance with the Smuggling of Migrants Protocol, to promote or strengthen, as appropriate, programmes and cooperation at the national, regional and international levels in support of regular migration and of deterring irregular migration so as to prevent and combat the smuggling of migrants.
وحثَّ المؤتمر أيضا الدول الأطراف على أن تقوم، حسب الاقتضاء، ووفقا لبروتوكول مكافحة تهريب المهاجرين، بتعزيز أو توطيد برامج وأوجه التعاون على الصعيد الوطني والإقليمي والدولي التي تدعم الهجرة النظامية وتردع الهجرة غير النظامية ابتغاء منع تهريب المهاجرين ومكافحته.
