Norway recognizes the competence of the Committee to receive and consider communications to the effect that a State Party claims that another State Party is not fulfilling its obligations under this Convention.

Article 14 of the Convention entered into force on 3 December 1982, following the deposit with the SecretaryGeneral of the tenth declaration recognizing the competence of the Committee to receive and consider communications from individuals or groups of individuals who claim to be victims of a violation by the State party concerned of any of the rights set forth in the Convention.

7. Upon ratification of the International Covenant on Civil and Political Rights or subsequently 43 States made the declaration provided for in article 41 of the Covenant, recognizing the competence of the Human Rights Committee established under article 28 of the Covenant to receive and consider communications to the effect that a State party claims that another State party is not fulfilling its obligations under the Covenant.
٧- وقد أصدرت ٣٤ دولة، عند تصديقها على العهد الدولي الخاص بالحقوق المدنية والسياسية أو بعد ذلك، اﻹعلان المنصوص عليه في المادة ١٤ من العهد، واعترفت فيه باختصاص اللجنة المعنية بحقوق اﻹنسان المنشأة بمقتضى المادة ٨٢ من العهد بأن تتلقى وتدرس الرسائل التي تفيد بأن إحدى الدول اﻷطراف تدعي أن دولة طرفا أخرى لا تفي بالالتزامات المترتبة عليها بموجب العهد.
