To note that the Russian Federation was in non-compliance with the phase-out benchmarks for 1999 and 2000 for the production and consumption of ozone-depleting substances in Annex A to the Montreal Protocol;

The implementation of those systems is also associated with the unprecedented data reporting on production and consumption of ozone-depleting substances under Article 7 of the Protocol by all parties in 2010 for the data applicable to the year 2009.
