Dakar Declaration on the Prevention and Control of Organized Transnational Crime and Corruption

The workshops resulted in two projects, one to adapt administrative and legal management instruments for the prevention and Control of Organized Transnational Crime, and another to promote good governance by combating corruption.
وقد نجــم عــن الحلقــة التدريبية مشروعان اﻷول يقضي بتكييف الوسائل المستخدمة في مجالي التنظيم واﻹدارة القانونية لمنع ومكافحة الجريمة المنظمة عبر الوطنية واﻵخر لتعزيز الحكم من خلال مكافحة الفساد.

(c) To identify the most effective forms of international cooperation for the prevention and Control of Organized Transnational Crime at the investigative, prosecutorial and judicial levels;

1. States Parties commit themselves to cooperate to the widest extent possible in the prevention and Control of Organized Transnational Crime (Russian Federation).
١- تلتزم الدول اﻷطراف بالتعاون إلى أوسع مدى ممكن في منع الجريمة المنظمة عبر الوطنية ومكافحتها )الاتحاد الروسي(.

9. The Regional Ministerial Workshop on Follow-up to the Naples Political Declaration and Global Action Plan against Organized Transnational Crime, held in Buenos Aires from 27 to 30 November 1995, adopted the Buenos Aires Declaration on Prevention and Control of Organized Transnational Crime (E/CN.15/1996/2/ Add.1).
9- واعتمدت حلقة العمل الوزارية الاقليمية بشأن متابعة اعلان نابولي السياسي وخطة العمــــل العالمية لمكافحة الجريمة المنظمة عبر الوطنية، المعقودة في بوينس آيرس من 27 الى 30 تشرين الثاني/نوفمبر 1995، اعلان بوينس آيرس بشأن منع الجريمة المنظمة عبر الوطنية ومكافحتها (E/CN.15/1996/2/Add.1).

11. The African Regional Ministerial Workshop on Organized Transnational Crime and Corruption, held in Dakar from 21 to 23 July 1997, adopted the Dakar Declaration on the Prevention and Control of Organized Transnational Crime and Corruption (E/CN.15/1998/6/Add.1).
11- واعتمدت حلقة العمل الوزارية الاقليمية الافريقية المعنية بالجريمة المنظمة عبر الوطنية والفساد، التي عقدت في داكار من 21 الى 23 تموز/يوليه 1997، اعلان داكار بشأن منع ومكافحة الجريمة المنظمة عبر الوطنية والفساد E/CN.15/1998/6/Add.1)).

With a view to promoting action at both the national and the regional levels to achieve these aims, the Workshop adopted the Buenos Aires Declaration on the Prevention and Control of Organized Transnational Crime. 3/
وتعزيزا للعمل على الصعيدين الوطني واﻹقليمي من أجل تحقيق تلك اﻷهداف، اعتمدت حلقة العمل إعلان بوينس آيرس بشأن منع ومكافحة الجريمة المنظمة عبر الوطنية)٣(.

16. In its resolution 1996/27, adopted on 24 July 1996, on the recommendation of the fifth session of the Commission, the Economic and Social Council took note of the Buenos Aires Declaration on Prevention and Control of Organized Transnational Crime.
١٦ - وقد أحاط المجلس الاقتصادي والاجتماعي علما في قراره ١٩٩٦/٢٧ المؤرخ ٢٤ تموز/يوليه ١٩٩٦ الذي اتخذ بناء على توصية الدورة الخامسة للجنة، بإعلان بوينس آيرس بشأن منع ومكافحة الجريمة المنظمة عبر الوطنية.

29. We regard the project proposals that we have reviewed (reflected in annex III of the report of the Regional Ministerial Workshop) as viable and important regional initiatives, containing the basic elements of a concerted approach to the problems faced by all States of the region in the prevention and Control of Organized Transnational Crime, money-laundering and corruption.
٩٢ - نعتبر مقترحات المشاريع التي استعرضناها )والتي يرد بيانها في المرفق الثالث من تقرير حلقة العمل الوزارية الاقليمية( مبادرات اقليمية مجدية وهامة ، تتضمن العناصر اﻷساسية لنهج متضافر ازاء المشاكل التي تواجهها جميع دول المنطقة في مجال منع ومكافحة الجريمة المنظمة عبر الوطنية وغسل اﻷموال والفساد .

In that connection, the recommendations on promotion of good governance contained in the Buenos Aires and Dakar Declarations on prevention and Control of Organized Transnational Crime were mentioned (see E/CN.15/1996/2/Add.1 and E/CN.15/1998/6/Add.1, respectively).

4. States Parties may conclude bilateral or multilateral agreements on material and logistical assistance, taking into consideration the financial arrangements necessary for the means of international cooperation, provided for by the present Convention, to be effective, and for the prevention and Control of Organized Transnational Crime (Morocco).
٤- يجوز للدول اﻷطراف أن تعقد اتفاقات ثنائية أو متعددة اﻷطراف عن المساعدة المادية واللوجستية، مع مراعاة الترتيبات المالية اللازمة لفعالية وسائل التعاون الدولي التي تنص عليها هذه الاتفاقية، ولمنع الجريمة المنظمة عبر الوطنية ومكافحتها )المكسيك(.
