The objectives of the Conference of the States Parties are twofold: " to improve the capacity of and cooperation between States parties to achieve the objectives set forth in this Convention " and " to promote and review its implementation " . (article 63, paragraph 1).
ولمؤتمر الدول الأطراف هدفان هما: " تحسين قدرة الدول الأطراف وتعاونها على تحقيق الأهداف المبيّنة في الاتفاقية؛ و " تشجيع تنفيذ الاتفاقية واستعراضها " (الفقرة 1 من المادة 63).

Thus, maximising the potential for collaboration and cooperation between States parties and civil society actors and across related international legal instruments, as well as securing sustainable funding for measures, are some of the key issues to address at the 3MSP.
وعليه من القضايا الرئيسية التي يتعين تناولها في الاجتماع الثالث للدول الأطراف الاستفادة أقصى ما يمكن من التنسيق والتعاون بين الدول الأطراف والجهات الفاعلة في المجتمع المدني وعلى صعيد الصكوك القانونية الدولية ذات الصلة، وكذا ضمان التمويل المستدام لفائدة التدابير المتخذة.

50. A third challenge is to maximise the potential for collaboration and cooperation between States parties and civil society actors on the ground, who in most cases have direct access to victims and a comprehensive understanding of their needs as well as to the extent of implementation on the ground.
50- والتحدي الثالث هو الاستفادة أقصى ما يمكن من إمكانات التنسيق والتعاون بين الدول الأطراف والجهات الفاعلة في المجتمع المدني في الميدان، حيث يكون لهؤلاء في معظم الحالات سبيل مباشر إلى الضحايا وفهم شامل لاحتياجاتهم بالإضافة إلى فهم نطاق التنفيذ في الميدان.

(d) To improve collaboration and cooperation between States parties and civil society actors working directly with victims, to increase the involvement of victims and their representative organizations in the policy development and practical implementation of victim assistance measures.
