14 - تهيب بالدول الأعضاء والأمم المتحدة والمنظمات الإنسانية والإنمائية أن تواصل العمل على بناء القدرات على جميع المستويات الحكومية وفي المنظمات والمجتمعات المحلية من أجل الاستعداد بشكل أفضل لمواجهة المخاطر والاستجابة للكوارث والتعافي منها؛

(l) Member States, the United Nations and humanitarian and development organizations to improve sharing of information about risks that can lead to humanitarian crises, invest in building the capacity to analyse and communicate such risks and improve mechanisms for joint risk analysis and planning;

Member States, the United Nations and humanitarian and development organizations are urged to identify ways to expand, enhance and transform the current financing architecture to better provide coherent, predictable and flexible longer-term funding for risk management in multi-year strategies, in particular preparedness, on the basis of a global assessment of risk, allowing for better prioritization of resources where the risk is greatest.
69 - وتُحثّ الدول الأعضاء، والأمم المتحدة، والمنظمات الإنسانية والإنمائية على تحديد السبل الكفيلة بتوسيع وتعزيز وتحويل هياكل التمويل الحالية لتصبح أقدر على تقديم تمويل متسق وقابل للتنبؤ ومرن وطويل الأجل لإدارة المخاطر وفق استراتيجيات متعددة السنوات، ولا سيما التأهب للكوارث على أساس تقييم مخاطرها على الصعيد العالمي، لكي يمكن تحديد الأولويات بشكل أفضل وتوجيه الموارد إلى أكثر الأماكن عرضة للخطر.

Member States, the United Nations and humanitarian and development organizations are urged to ensure a more comprehensive, coherent, systematic and people-centred approach to managing risks, including through the new global frameworks being developed for sustainable development, disaster risk reduction and climate change and through the outcome of the World Humanitarian Summit.
70 - وتُحثّ الدول الأعضاء، والأمم المتحدة، والمنظمات الإنسانية والإنمائية على إدارة المخاطر وفق نهج محوره الإنسان وبمزيد من الشمول والاتساق والمنهجية، بما في ذلك من خلال الأطر العالمية الجديدة التي يجري وضعها من أجل تحقيق التنمية المستدامة، والحد من مخاطر الكوارث وتغير المناخ، ووفق نتائج مؤتمر القمة العالمي للعمل الإنساني.
