Work done under the auspices of the United Nations Commission on Human Rights suggests that enforcement of migrants' human rights by national authorities has been inadequate in most parts of the world, while increasing manifestations of racism, xenophobia and other forms of discrimination and inhuman and degrading treatment against migrants have been reported.
ويستدل من العمل المنجز في إطار لجنة حقوق الإنسان التابعة للأمم المتحدة على أن إنفاذ السلطات الوطنية لحقوق الإنسان للمهاجرين لم يكن كافيا في أغلب أجزاء العالم، كما وردت في الوقت نفسه تقارير عن تزايد ظواهر العنصرية وكراهية الأجانب وغيرها من أشكال التمييز والمعاملة اللاإنسانية والمهينة ضد المهاجرين.

5. On 11 July 2001, the Government of Cuba transmitted a reply expressing its concern at the violations of the human rights of migrants as well as at the manifestations of racism, xenophobia and other forms of discrimination and inhuman and degrading treatment against migrants.
