15- وأوصت لجنة مناهضة التعذيب سورية بأن تنشئ مؤسسة وطنية لحقوق الإنسان، وفقاً لمبادئ باريس(34) وناشدتها أن تنشئ نظاماً وطنياً لرصد وتفتيش جميع أماكن الاحتجاز بصورة فعالة لمنع التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة(35).
