تنص اتفاقية الأمم المتحدة لمكافحة الجريمة المنظمة عبر الوطنية المؤرخة عام 2000 (اتفاقية باليرمو)، بوضوح على أن لا شيء يمنح أي دولة أهلية ممارسة صلاحيات أو مهام في أراضي دولة أخرى تكون مخصصة حصرا لسلطات هذه الدولة بموجب قانونها الداخلي.
