If, notwithstanding the best efforts of delegates to achieve consensus, a matter of substance comes up for voting, the President shall defer the vote for 48 hours and during this period of deferment shall make every effort, with the assistance of the General Committee, to facilitate the achievement of general agreement, and shall report to the Conference prior to the end of the period.
3- في حالة عدم القدرة على تحقيق توافق آراء بشأن مسألة موضوعية رغم كل الجهود المبذولة من جانب المندوبين، يرجئ الرئيس التصويت لمدة 48 ساعة يقوم خلالها، بمساعدة المكتب، ببذل كل جهد لتسهيل تحقيق اتفاق عام، ويقدم تقريراً إلى المؤتمر قبل انتهاء هذه المهلة.

The Committee shall meet once every two years and shall report to the Commission.
