Noting the large numbers of women from developing countries and some countries with economies in transition who continue to venture forth to more affluent countries in search of a living for themselves and their families as a consequence of poverty, unemployment and other socio-economic conditions, and acknowledging the duty of the countries of origin to try to create conditions that provide employment and economic security for their citizens,
وإذ تلاحظ وجود أعداد كبيرة من النساء من البلدان النامية وبعض البلدان التي تمر اقتصاداتها بمرحلة انتقالية اللائي مازلن يتجهن نحو البلدان الأيسر حالا بحثا عن سبل كسب العيش لأنفسهن ولأسرهن نتيجة للفقر والبطالة وغيرهما من الأوضاع الاجتماعية الاقتصادية، وإذ تسلم بواجب البلدان الأصلية في تهيئة الأوضاع التي توفر فرص العمل والأمن الاقتصادي لمواطنيها،

" ١٢ - ونلاحظ أن أعدادا كبيرة من النساء من البلدان النامية وبعض البلدان التي تمر اقتصاداتها بمرحلة انتقالية يواصلن المجازفة في الخروج إلى بلدان أكثر ثراء بحثا عن الرزق ﻷنفسهن وﻷسرهن وذلك نتيجة للفقر والبطالة وغيرهما من اﻷوضاع الاجتماعية - الاقتصادية، وإننا نسلم بواجب الدول المرسلة في العمل على تهيئة الظروف التي توفر العمالة واﻷمن لمواطنيها.
