20. The creation of schools in the Russian Federation for children whose parents lead nomadic lives is another example of attempts to meet the educational needs of indigenous children, as are some bilingual education programmes in North Siberia and the Far East of the Russian Federation.

The Association works to protect the human rights and legal interests of the indigenous peoples of the North, Siberia and the Far East of Russia, as a means of addressing social and economic problems, environmental and health issues, and cultural development and education issues.

15. In its concluding observations on the Russian Federation adopted in May 2011, the Committee expressed concern at the lack of concrete outcomes of the new policy adopted in February 2009 for the sustainable development of the indigenous peoples in the North, Siberia and the Far East of the Russian Federation and the corresponding action plan for 2009-2011.

The Federal Act on Territories of Traditional Resource Use of Small Indigenous Peoples of the North, Siberia and the Far East of the Russian Federation, the policy framework for the sustainable development of small indigenous peoples and a number of other laws and regulations have been adopted to protect those peoples' ancestral habitat and traditional ways of life and to preserve biological diversity in territories of traditional resource use.

333. The International Work Group for Indigenous Affairs highlighted the situation of 40 ethnic groups in the North, Siberia and the Far East of Russia, which traditionally use and inhabit about two thirds of Russia's land mass, where most natural resources such as oil, gas, timber, gold and diamonds, are extracted.
