These include TEC recommendations to COP 20 on linkages between the Technology Mechanism and the Financial Mechanism of the Convention that would help promote coherence and effectiveness of support for climate action.

The Conference of the Parties, by decision 1/CP.18, agreed to further elaborate, at its twentieth session, the linkages between the Technology Mechanism and the Financial Mechanism of the Convention, taking into consideration the recommendations of the Board of the Green Climate Fund and of the Technology Executive Committee.

4. The COP will be invited to further elaborate the linkages between the Technology Mechanism and the Financial Mechanism of the Convention, taking into consideration the recommendations of the TEC and the Board of the GCF on this matter, and to take any action it deems appropriate.
4- سيُدعى مؤتمر الأطراف إلى المضي في إقامة روابط بين آلية التكنولوجيا والآلية المالية للاتفاقية، مع مراعاة توصيات اللجنة التنفيذية المعنية بالتكنولوجيا وتوصيات مجلس الصندوق الأخضر للمناخ في هذا الشأن، وإلى اتخاذ أي إجراء يراه مناسباً.

5. In response to decision 1/CP.18, the TEC, at its 8th meeting, held in March 2014 in Bonn, Germany, discussed and agreed on its approach in preparing its recommendations on the linkages between the Technology Mechanism and the Financial Mechanism of the Convention.
5- أجرت اللجنة التنفيذية المعنية بالتكنولوجيا، في إطار الاستجابة لمقرر مؤتمر الأطراف 1/م أ-18، مناقشة، في اجتماعها الثامن المعقود في آذار/مارس 2014 في بون في ألمانيا، تناول النهج الذي ستتبعه في إعداد توصياتها بشأن الروابط بين آلية التكنولوجيا والآلية المالية للاتفاقية، و أقرت هذا النهج.

29. In response to decision 1/CP.18, the TEC undertook work to prepare recommendations for COP 20 on linkages between the Technology Mechanism and the Financial Mechanism of the Convention.

32. Taking into account the value proposition paper and the outcomes of the thematic dialogue, the TEC prepared its recommendations on linkages between the Technology Mechanism and the Financial Mechanism of the Convention, which are contained in document FCCC/CP/2014/6.
٣٢- وأعدّت اللجنة التنفيذية توصياتها بشأن إقامة الروابط بين آلية التكنولوجيا والآلية المالية للاتفاقية، بصيغتها الواردة في الوثيقة FCCC/CP/2014/6، آخذة في الاعتبار ورقة عرض القيمة ونتائج الحوار المواضيعي.

62. Agrees to further elaborate, at its twentieth session, the linkages between the Technology Mechanism and the Financial Mechanism of the Convention, taking into consideration the recommendations of the Board of the Green Climate Fund, developed in accordance with decision 3/CP.17, paragraph 17, and of the Technology Executive Committee, developed in accordance with decision 4/CP.17, paragraph 6;

Background: The COP, by decision 1/CP.18, agreed to further elaborate, at its twentieth session, linkages between the Technology Mechanism and the Financial Mechanism of the Convention, taking into consideration the recommendations of the Board of the Green Climate Fund (GCF), developed in accordance with decision 3/CP.17, paragraph 17, and of the TEC, developed in accordance with decision 4/CP.17, paragraph 6.

The two secretariats developed and delivered a series of webinars on the decisions adopted by the Conference of the Parties at its fifth meeting related to financial resources and the Financial Mechanism of the Convention, on accessing GEF funding to undertake the review and update of national implementation plans and on utilization of the direct access modality for accessing funding for national implementation plan updates.
كما وضعت الأمانتان ونفذتا سلسلة من حلقات التدارس عبر الإنترنت تناولت المقررات التي اعتمدها مؤتمر الأطراف في اجتماعه الخامس فيما يتعلق بالموارد المالية والآلية المالية للاتفاقية، وبشأن عملية الحصول على التمويل من مرفق البيئة العالمية لإجراء استعراض واستكمال خطط التنفيذ الوطنية، واستغلال الطريقة المباشرة للحصول على التمويل لاستكمال خطط التنفيذ الوطنية.

(iii) With a view to avoiding double counting and possible overlap of reporting information on financial flows, Parties should, to the extent possible, collect/access their financial flow data via different sources and delivery channels, such as bilateral and multilateral channels and the Financial Mechanism of the Convention, and by the type of funding, such as grants and loans.
بغية تفادي الحساب المزدوج وإمكانية تضارب المعلومات المتعلقة بالتدفقات المالية، ينبغي أن تقوم الأطراف، قدر الإمكان، بتجميع/استخلاص بياناتها الخاصة بالتدفقات المالية بالاستعانة بمختلف المصادر وقنوات الإيصال كالقنوات الثنائية والمتعددة الأطراف والآلية المالية للاتفاقية، وحسب نوع التمويل، كالمنح والقروض.
