This programme, as described below, has been engaged since 1955 in assisting States, at their request, in the building and strengthening of national structures that have a direct impact on the overall observance of human rights and the maintenance of the rule of law.
وقد بدأ هذا البرنامج، الذي يرد وصفه أدناه، منذ عام ١٩٥٥ في مساعدة الدول، بناء على طلبها، في بناء وتقوية الهياكل الوطنية التي لها أثر مباشر على المراعاة الشاملة لحقوق اﻹنسان والحفاظ على سيادة القانون.

The Vienna Declaration and Programme of Action was adopted by the Conference calling on the United Nations to establish a comprehensive programme to strengthen national structures that would have a direct impact on the observance of human rights and the maintenance of the rule of law.
واعتمد المؤتمر إعلان فيينا وبرنامج عملها الذي دعا الأمم المتحدة إلى وضع برنامج شامل لتعزيز الهياكل الوطنية التي تؤثر بشكل مباشر على مراعاة حقوق الإنسان والحفاظ على سيادة القانون.

As such, the programme has been unable to provide any substantial financial assistance to meet capital assistance needs which have a direct impact on the realization of human rights and the maintenance of the rule of law in countries which are committed to these ends but which face economic hardship due to economic problems, crisis or transition.

(a) To promote the administration of justice, the protection of human rights and the maintenance of the rule of law within the region;

Brazil attaches great importance to the enhancement of the capacity of the Centre to provide assistance, upon request by interested countries, to national projects aiming at the realization of human rights and the maintenance of the rule of law.
وتعلق البرازيل أهمية كبيرة على تعزيز قدرة المركز على توفير المساعدة، عندما تطلبها البلدان المعنية، للمشاريع الوطنية الرامية إلى إعمال حقوق اﻹنسان والحفاظ على سيادة القانون.

(f) Paying adequate attention, when considering and enacting the measures mentioned in subparagraphs (b) to (e) above, to furthering the protection of human rights and the maintenance of the rule of law;

The United Nations Technical Cooperation Programme in the Field of Human Rights has been engaged since 1955 in assisting States, at their request, in the building and strengthening of national structures that have a direct impact on the overall observance of human rights and the maintenance of the rule of law.
ذلك أن برنامجها للتعاون التقني في ميدان حقوق الإنسان قد شرع منذ عام 1955 في تقديم المساعدة إلى الدول، بناء على طلبها، في بناء وتعزيز الأجهزة الوطنية التي لها تأثير مباشر على الرصد العام لحقوق الإنسان والحفاظ على سيادة القانون.

٨٥ - وأوصى المؤتمر العالمي بوضع برنامج شامل في إطار اﻷمم المتحدة بغية مساعدة الدول في مهمة بناء وتقوية الهياكل الوطنية التي لها أثر مباشر على المراعاة الشاملة لحقوق اﻹنسان والحفاظ على سيادة القانون.

26. Requests the Office of the High Commissioner to further provide technical assistance to support the Government of Libya in building and strengthening national structures that have a direct impact on the overall observance of human rights and the maintenance of the rule of law in Libya;
26- يطلب إلى المفوضية السامية تقديم المزيد من المساعدة التقنية لدعم حكومة ليبيا في بناء وتقوية الهياكل الوطنية التي لها تأثير مباشر على احترام حقوق الإنسان إجمالاً والحفاظ على سيادة القانون في ليبيا؛

26. Requests the Office of the High Commissioner to further provide technical assistance to support the Government of Libya in building and strengthening national structures that have a direct impact on the overall observance of human rights and the maintenance of the rule of law in Libya;
26- يطلب إلى المفوض السامي تقديم المزيد من المساعدة التقنية لدعم حكومة ليبيا في بناء وتقوية الهياكل الوطنية التي لها تأثير مباشر على احترام حقوق الإنسان إجمالاً والحفاظ على سيادة القانون في ليبيا؛

5. Notes that the United Nations Programme of Advisory Services and Technical Assistance in the Field of Human Rights does not have sufficient funds to provide any substantial financial assistance to national projects that have a direct impact on the realization of human rights and the maintenance of the rule of law in countries that are committed to those ends but are facing economic hardship;
٥ - تلاحظ أن برنامج الخدمـات الاستشاريـة والمساعدة التقنيـة في ميدان حقــوق اﻹنسان لا تتوفر له أموال كافية ﻷن يقدم أي مساعدة مالية كبيرة للمشاريع الوطنية التي لها أثر مباشر على إعمال حقوق اﻹنسان والحفاظ على سيادة القانون في البلدان الملتزمة ببلوغ تلك اﻷهداف ولكنها تواجه مصاعب اقتصادية؛

4. Notes that the United Nations Programme of Advisory Services and Technical Assistance in the Field of Human Rights does not have sufficient funds to provide any substantial financial assistance to national projects that have a direct impact on the realization of human rights and the maintenance of the rule of law in countries that are committed to those ends but that face economic hardship;
٤ - تلاحظ أن برنامج الخدمات الاستشارية والمساعدة التقنية لا تتوفر له أموال كافية ﻷن يقدم أي مساعدة مالية كبيرة للمشاريع الوطنية التي لها أثر مباشر على إعمال حقوق اﻹنسان والحفاظ على سيادة القانون في البلدان الملتزمة ببلوغ تلك اﻷهداف ولكنها تواجه مصاعب اقتصادية؛

(g) Paying adequate attention, when considering and implementing the measures mentioned in paragraphs 9 (b) to (f) above, to furthering the protection of human rights and the maintenance of the rule of law;

34. The Inter-Parliamentary Union has been working with the Office of the High Commissioner for Human Rights on various activities in the framework of the OHCHR Programme of Technical Cooperation in the Field of Human Rights, which aims at building and strengthening national capacities and structures having an impact on the observance of human rights and the maintenance of the rule of law.
34 - يتعاون الاتحاد البرلماني الدولي مع مفوضية الأمم المتحدة لحقوق الإنسان في أنشطة مختلفة في إطار برنامج التعاون التقني في ميدان حقوق الإنسان التابع للمفوضية، والهادف إلى بناء وتعزيز القدرات الوطنية والهياكل المؤثرة في الامتثال لحقوق الإنسان والمحافظة على سيادة القانون.
