CAPACITY BUILDING Parties affirm that capacity-building is a cross-cutting issue that is fundamentally related to the implementation by developing countries of their actions under the Convention and this Protocol.

The second paragraph of article 83 sets out an obligation of result: " Any military or civilian authorities who, in time of armed conflict, assume responsibilities in respect of the application of the Conventions and this Protocol shall be fully acquainted with the text thereof. "
