8. In 2007, Parties to the Convention adopted the 10-year strategic plan and framework to enhance the implementation of the Convention (2008 - 2018) (The Strategy), which outlines the vision of forging a global partnership to reverse and prevent desertification/land degradation and to mitigate the effects of drought.

24. Some reports mention the various constraints (socio-economic, legal, institutional, financial, human, logistical and even political) that greatly reduce the effectiveness of measures to rehabilitate degraded land and to mitigate the effects of drought.
