That tool would assist the High Contracting Parties in the rapid marking, removal, clearance and destruction of explosive remnants of war, in risk education and in the provision of the relevant information to authorities in control of a territory and to the civilian population.
وستساعد هذه الأداة الأطراف المتعاقدة السامية في تسجيل المتفجرات من مخلفات الحرب أو إزالتها أو سحبها أو تدميرها بسرعة وفي تأمين حملة توعية بالمخاطر وتقديم المعلومات اللازمة للسلطات التي تتحكم في هذا الإقليم أو ذاك وللسكان المدنيين.

Aside from these aspects, on the subject of confidence-building measures, it was our understanding that such measures would apply not just to areas affected by the armed conflict and to the civilian population in those areas, but to the country as a whole and to the civilian population in general.

19. The High Contracting Parties are obliged to disseminate the content of Amended Protocol II, i.e. to the armed forces, and to the civilian population.
19- وتعد الأطراف المتعاقدة السامية ملزمة بنشر مضمون البروتوكول الثاني المعدل، أي تعميمه على القوات المسلحة، والسكان المدنيين.

" The States Parties undertake to disseminate this Convention as widely as possible and, in particular, to include the study thereof, as well as relevant provisions of international humanitarian law, in their programmes of military instruction and to encourage the study thereof by the civilian population, so that the provisions of this Convention may become known to the armed forces and to the civilian population.
