Recognizes that effective, equitable, development-oriented and durable solutions to the external debt and debt-servicing problems of developing countries can contribute substantially to the strengthening of the global economy and to the efforts of developing countries to achieve sustained economic growth and sustainable development;
" ٢ - تسلم بأن الحلول الفعالة والمنصفة واﻹنمائية المنحى والدائمة لمشاكل الديون الخارجية وخدمة الديون التي تواجهها البلدان النامية يمكن أن تسهم إسهاما كبيرا في تعزيز الاقتصاد العالمي وفي الجهود التي تبذلها البلدان النامية لتحقيق النمو الاقتصادي المطرد والتنمية المستدامة؛

" ٢ - تسلم بأن الحلول الدائمة واﻹنمائية المنحى والمنصفة والفعالة لمشاكل الديون الخارجية وخدمة الديون التي تواجهها البلدان النامية والتي ينبغي أن تتحقق من خلال اتباع نهج واحد ونهائي يمكن أن تسهم إسهاما كبيرا في تعزيز الاقتصاد العالمي وفي الجهود التي تبذلها البلدان النامية من أجل تحقيق نمو اقتصادي مطرد وتنمية مستدامة؛
