If a State Party finds that another State Party is acting in violation of the Convention, it may lodge a complaint with the Security Council of the United Nations, which shall in turn decide whether or not to launch an investigation.
ولأية دولة من الدول الأطراف ترى في تصرف أية دولة أخرى من الدول الأطراف انتهاكاً للاتفاقية أن تقدم شكوى إلى مجلس الأمن بالأمم المتحدة الذي يقوم بدوره بالفصل في مسألة إجراء التحقيق أو عدم إجرائه.

1. A person who is being detained or is serving a sentence in the territory of one State Party whose presence in another State Party is requested for purposes of identification, testimony or otherwise providing assistance in obtaining evidence for the investigation or prosecution of offences under this Convention may be transferred if the following conditions are met:
1 - يجوز نقل الشخص المحتجز في إقليم دولة طرف، أو الذي يقضي مدة حكمه في إقليمها، والمطلوب وجوده في دولة أخرى من الدول الأطراف لأغراض تحديد الهوية أو الشهادة أو المساعدة بأي شكل آخر في الحصول على الأدلة اللازمة للتحقيق في الجرائم أو المحاكمة عليها بموجب هذه الاتفاقية، إذا استُوفي الشرطان التاليان:

A person who is being detained or is serving a sentence in the territory of one State Party whose presence in another State Party is requested for purposes of testimony, identification or otherwise providing assistance in obtaining evidence for the investigation or prosecution of offences under this Convention may be transferred if the following conditions are met:

If another State Party is unable to use its allotted time, every effort should be made to schedule a State party on that list to allow for the most efficient use of the committee's time.
وإذا تعذر على دولة طرف أخرى استخدام وقتها المحدد، ينبغي بذل كل الجهود اللازمة لإدراج دولة طرف من تلك القائمة في الجدول الزمني بما يتيح الاستفادة من وقت اللجنة بأقصى قدر من الكفاءة.

" A State Party which has reason to believe that another State Party is not fulfilling the obligations incumbent upon it pursuant to this Agreement or that another State Party is interfering with the rights which the former State has under this Agreement may request consultations with that State Party.

10- يجوز نقل أي شخص محتجز أو يقضي عقوبته في اقليم دولة طرف ومطلوب وجوده في دولة طرف أخرى لأغراض التعرف أو الادلاء بشهادة أو تقديم مساعدة أخرى في الحصول على أدلة من أجل تحقيقات أو ملاحقات أو اجراءات قضائية تتعلق بجرائم مشمولة بهذه الاتفاقية اذا استوفي الشرطان التاليان:

A State Party which has reason to believe that another State Party is failing to fulfil the obligations incumbent upon it pursuant to the Treaty may request that State Party to provide clarification of the situation.
يجوز لأية دولة طرف لديها أسباب تدعو إلى الاعتقاد بأن دولة طرفاً أخرى لا تفي بالالتزامات التي تفرضها عليها هذه المعاهدة أن تطلب إلى هذه الدولة الطرف أن توضح الوضع ذي الصلة.
