1. Any State which is a developing State or any natural or juridical person sponsored by it and effectively controlled by it or by any other developing State, or any group of the foregoing, may notify the Authority that it wishes to submit a plan of work for exploration with respect to a reserved area.

(b) States parties, State enterprises or natural or juridical persons which possess the nationality of States or are effectively controlled by them or their nationals, when sponsored by such States, or any group of the foregoing which meets the requirements of these Regulations.
(ب) الدول الأطراف أو المؤسسات الحكومية أو الأشخاص الطبيعيون أو الاعتباريون الذين يحملون جنسيات الدول الأطراف أو الذين يكون لهذه الدول أو لرعـاياها سيـطرة فعليـة عليهم، عندما تزكيهم هذه الدول، أو أي مجموعة من الفئات المتقدمة الذكر تتوافر فيها شروط هذا النظام.
