The sponsor further observed that, notwithstanding paragraph 1 of Article 12, which prevented the General Assembly from making any recommendation with regard to a dispute or situation under consideration by the Security Council, the Assembly, in accordance with Article 10, might discuss any question related to such a dispute or situation, and Member States might express their views on actions proposed by the Security Council if they so desired.
وأشار كذلك إلى أنه، بغض النظر عن الفقرة 1 من المادة 12 التي لا تجيز للجمعية العامة تقديم أية توصية بشأن نزاع أو موقف يكون محل نظر مجلس الأمن، يجوز للجمعية العامة، وفقا للمادة 10، أن تناقش أية مسألة تتصل بهذا النـزاع أو الموقف، وأنه يمكن للدول الأعضاء أن تعرب عن آراءها في الإجراءات التي يقترحها مجلس الأمن إذا ما رغبت في ذلك.
