ويتعين أن تشتمل تلك التدابير، في الحالات المناسبة، على الغرامات والمصادرة لضمان قيام الناقلين، بما في ذلك أي شركة نقل أو مالك أو مشغّل أي سفينة أو مركبة، بفحص وثائق جميع المسافرين للتأكد من أنهم يحملون جوازات سفر وتأشيرات صالحة، إن كانت مطلوبة، أو أي وثائق أخرى لازمة للدخول المشروع الى الدولة المستقبلة.
