Disarmament and arms control agreements negotiated and implemented at the multilateral level provide an appropriate mechanism to enable States parties to consult among themselves and to cooperate in resolving whatever problems arise in the context of appropriate international procedures under the Charter.

`2` ويجوز لاجتماع استشاري أن ينظر في أية مشكلة تنشأ فيما يتعلق بهدف الاتفاقية أو في تطبيق أحكامها، وأن يقترح السبل والوسائل للقيام، بمساعدة خبراء تقنيين، ضمن جملة أمور، بمزيد من التوضيح لأية مسألة تعتبر غامضة أو غير محلولة، وكذلك أن يباشر الإجراءات الدولية المناسبة ضمن إطار الأمم المتحدة ووفقاً لميثاقها؛
