Some obligations apply only to parties in certain circumstances, such as those that have determined that, in their territories, artisanal and small-scale gold mining and processing in which mercury amalgamation is used to extract gold from ore is more than insignificant, or parties with relevant sources of emissions.
7 - ولا تنطبق بعض الالتزامات إلاّ على الأطراف في ظروف معيَّنة مثل تلك التي حدَّدت في أراضيها أن استخراج وتصنيع الذهب الحرفي والضيِّق النطاق الذي تُستخدَم فيه ملغَمة الزئبق لاستخراج الذهب من الركاز أكثر من كونه عديم الأهمية، أو الأطراف التي لديها مصادر من الانبعاثات ذات الصلة.

1. The measures in this article and in Annex E shall apply to artisanal and small-scale gold mining and processing in which mercury amalgamation is used to extract gold from ore.
